EU新SEP法案に対する寄せられた懸念 Counterargument Against Proposed SEP Regulation（link)

欧州時間明日27日に欧州議会における採決が行われるEU新法案（SEP Regulation Proposal_ Amendment 全177頁)についてこれまでさまざまな意見が発表されてきた。それらについてEU委員会から委託された調査機関のレポート(全12頁)が総括的なまとめを行なっている。https://www.europarl.europa.eu/RegData/etudes/BRIE/2023/754578/EPRS_BRI(2023)754578_EN.pdf
一方で同法案について反対の立場をとるIP Europe（注）がこれまで発表された懸念についてLinkを提示して整理している（2月22日付）

JURI法案に対する主な懸念点は：
中小企業へのコスト軽減と言っているが実質は負担を増すだけ（実は一部の大企業・新機関を利するだけではないか）
新たな制度を導入することによりSEPを巡る交渉を遅延させる
裁判を受ける基本的権利が侵害される
新たな必須性判定手続は膨大な費用と時間を必要とするもので新設機関の仕事を生み出す仕組みではないか など
