EU議会 SEP法案結局廃案へ SEP Regulation Withdrawal Not Opposed

昨年2月28日　欧州委員会の上程したSEP  Regulation（注）は欧州議会で承認されたが、その後の三者対話(the Trilogue欧州委員会、欧州議会、EU理事会）でも調整が

進まず、結局本年2月11日合意の見込みが立たないとして撤回されていた（”which was withdrawn due to no foreseeable agreement.” ）

しかし、撤回後もその撤回の見直しを求める欧州自動車工業会(ACEA)などの強力な

ロビー活動もあり、撤回支持派と反対派の駆け引きが続いていた。

2期目となるVon der Leyen 委員長は大きな流れとしてEU内での規制緩和の立場をとる中、SEP権利者の支持組織であるIP Europeは欧州委員会と欧州理事会に撤回を確認するように求める詳細な反駁理由つきの書簡を送付したことを6月10日に発表した。

そのなかで"IP Europe has sent the following letter fact-checking European automakers’ recent false claims about patent licensing to the intellectual property experts of all European Union member states."

そのなかで採択されている議案は欧州におけるイノベーション創出への障害となるほか、SEPをめぐるキープレイーであるETSI, EPO, UPCなどの反対意見が顧慮されていないと批判している。

IAMの記事によれば当該議案撤回に関して欧州議会幹部内で反対がなく、その決定は8月10日までになされるだろうと報じている。
